Rural market consumption structure and rural consumption level present a series of new changes in China, and contain a huge consumption potential,while the current market development in rural towns is weak. In combination with the actual status of rural township market underdeveloped areas,the paper analyzes the restraining factors influen-cing inefficiencies of China′s rural township market. Based on behavior of grass-roots government,it proposes some measures to vitalize the rural markets in the underdeveloped areas.
