基于逻辑框架法和层次分析法构建电网投资项目后评价体系,提出33项定量化的后评价指标。通过电网建设项目后评价来真实反映电网项目的技术性能和投资效益,从而提高电网建设决策和管理的科学性。以台州220 kV童燎输变电工程为例,验证了评价体系的有效性。

Based on logic framework approach and analytic hierarchy process, the post-evaluation system of power grid investment projects is established and 33 quantitative post-evaluation indexes are proposed. By power grid project post-evaluation, technical performance and investment returns of grid projects are reflect-ed, and decision-making and management of grid construction can therefore be more scientific. 220 kV Tong Liao power transmission project is taken as an example to verify the validity of the post-evaluation system.
