国民经济飞速发展带来的能源巨大需求促进了水电企业的发展,同时对于水电生产的安全管理也提出了更高的要求。本文根据海因里希的“冰山理论”为基础,构建了适用于水电企业的风险预控管理体系。通过风险识别、风险评估、风险控制与应急管理四个步骤,形成安全、健康、环保的安全环境,提升全员的安全意识与安全行为,最终实现安全的可持续性。

The fast development of the national economy requires large quantity of energy which promotes the development of hydropower enterprises, but also puts forward higher requirements for the safety management of hydropower production. Based on Heinrich's"Iceberg Theory", the risk pre-control management system suitable for hydropower enterprises is established. Through risk identification, risk assessment, risk control and emergency management, the safe, healthy and environmentally friendly environment is formed to improve overall safety awareness and safety behavior, and ultimately achieve sustainability of safety.
