目的:解决科室经费不足的难题,化解医院预算经费分配的矛盾,均衡合理地促进科室全面建设。方法以“总量控制、按比例计提”为手段,结合科室规模、盈利水平及相关学科带动情况,在科室一级设立科基金。结果调动各级主观能动性,学科发展、医疗技术水平和科室全面建设得到有效提升。结论在科室一级设立科基金,依靠科室发展自筹经费,既调动了医务人员主观能动性,又化解了各级经费预算矛盾,有利于医院的长期可持续发展。

Objective:To solev the prbo lem of insufficine t department funds,resolve the cno tradiction of budget allo-cation in hospitals and promote the overall department construction evenly and reasonably.Method:Department funds are set up by means of“total quantity control and proportional withdrawal” according to department scale,profitability and the cor-respondingly mobilized disciplines.Result:The measure motivates the subjective initiative at all levels.In turn,disciplines de-velop,and medicla t echnology and ht e overall deprat ment oc nstruction are pu gar ded efficine tly.Conclu sion:To set up funds at departmentl evle na d sle f-finance with depatr ment develo pmentc an both motivate the subjective initiative of medical work-ers and resolve the cno traditc ion of budget at all levels,which benefti s teh long-term sustainalb e development of oh spitals.
