新医改方案提出以来，鼓励和支持社会办医的政策和规定频频出台，但是关于社会办医的内涵却一直存在较大争议。加之前期的民营医院、公立医院、政府办医院等称呼的影响，使得公众对医院类型的理解变得更加混乱，也使得各项促进政策在具体落实上难以找准“靶心”。笔者试图从统计学、经济学、工商注册等方面归纳出社会办医的内涵，以期理清社会办医定义，为更好地落实社会办医政策提供理论基础。

Since the introduction of new medical reform plans,the policies and regulatiosn for encouraging and supporting non-governmental medical institutions are frequently issued.However,there is an argument about the connota-tion of medical institutions of social capital.The naming of private hospital,public hospital and government-owned hospital makes the public confused about the types of hospitals,and the implementation of the policies for improvement misses the goals.The authors try to induce the connotation of non-governmental medical institutions from the aspects of statistics,eco-nomics,industry and commerce registration so as to clarify the definition of medical institutions with social capital and pro-vide theoretical base for better implementation of the policies for non-governmental medical institutions.
