论述黑龙江省休养生息政策的执行情况以及黑龙江省水污染物减排情况。以此为基础，研究松花江干流休养生息绩效评估的指标体系、权重分配值、数据处理以及计算方式和绩效评估执行标准。绩效评估结果显示，松花江生态环境改善取得了显著性正绩效，松花江水环境质量有了明显改善。松花江休养生息绩效对我国大河流实施休养生息具有重要的推广意义。
