结合国家实施的最严格水资源管理制度，对用水总量统计工作的目的和经费支持进行分析，进而对用水总量统计组织方案进行分析，包括对用水总量统计组织现状及其发展的分析，以及不同行政主管部门主导的用水总量统计组织方案的优劣对比，认为目前由水行政主管部门主导用水总量统计工作更加合理。最后，对用水总量统计组织方案通过借助水资源费征缴体系进行进一步优化。

Based on the most stringent water management system,this paper analyzed the objective of the total water use statistical work and the support funds. Then it analyzed the organizational scheme of the total water use statistics work,including the analysis of the present situa-tion and development of the organization of the total water use statistics work,and comparison and selection of the organizational scheme of the total water use statistical work led by the different administrative departments. It concluded that it was more reasonable that the adminis-trative department of water should do the statistical work. Finally,this paper further optimized the organizational scheme of the total water use statistics through the use of the water resources fee collection system.
