在对政府起源及权力来源进行理论探讨的基础上，强调需要通过加快转变政府职能，基于“以民为本、高效便民、依法行政、诚实守信、敢于担当、廉洁自律”全方位来建设人民满意政府，并结合从权力制衡、权责对等、制度效力与实效统一及行政干预等四个视角提出佛山市建设人民满意政府的路径与方向。
在對政府起源及權力來源進行理論探討的基礎上，彊調需要通過加快轉變政府職能，基于“以民為本、高效便民、依法行政、誠實守信、敢于擔噹、廉潔自律”全方位來建設人民滿意政府，併結閤從權力製衡、權責對等、製度效力與實效統一及行政榦預等四箇視角提齣彿山市建設人民滿意政府的路徑與方嚮。
재대정부기원급권력래원진행이론탐토적기출상，강조수요통과가쾌전변정부직능，기우“이민위본、고효편민、의법행정、성실수신、감우담당、렴길자률”전방위래건설인민만의정부，병결합종권력제형、권책대등、제도효력여실효통일급행정간예등사개시각제출불산시건설인민만의정부적로경여방향。
Based on the theoretical discussion about the origin of government and source of its power, this paper emphasizes the need to speed up the transformation of government functions under the guidance of five principles, namely the govern-ment should be people oriented, efficient and convenient, law-binding, honest and trustworthy, responsible, and self-disci-plined, in order to raise people's satisfaction with the government. At the same time, this paper proposes direction and path-way to promote people's satisfaction with Foshan government from the perspectives of checks and balances of power, parity of authority and responsibility, validity and effectiveness of political system, and administrative intervention.
