在高速的城镇化进程过程中，需要大量具有一定科技素质的劳动力参与其中，调研组于2013年5～6月对石家庄市周边县域进行调研发现，农村劳动力向非农业转移，从事农业生产的劳动力老龄化严重、后备军不足；家庭收入来源多元化，经营规模以小规模土地经营为主，且种植结构单一；信息化开始逐步进入农民的生产生活中；基于城镇化进程的大背景下，城市为农民劳动力提供了更多的就业机会，但是由于农民的技术水平有限，难以胜任工作，农业技术和务工技能是农民的需求主体。
