城市的形成与发展本质是要素的流动与集聚,新型城镇化的关键是保证“城镇化人口”的充分就业,产业转型升级应与就业结构演变相协调。以石狮市为例,运用产业结构偏离度分析了产业结构与就业结构之间的协调关系,并对石狮市产业转型升级困难的原因进行初步探讨。研究发现:石狮市产业结构与就业结构协调性较好,第一、第二产业存在相对剩余劳动力,而第三产业的就业人口吸纳潜力在逐步上升;第二产业仍占有绝对的就业贡献率,但其就业吸纳水平呈下降趋势,将逐步低于第三产业;第三产业的就业结构变动落后其结构调整的原因在于存在相对剩余劳动力行业的就业人员受教育程度较低,难于迅速转化为第三产业的劳动力,从而对产业结构升级产生延缓滞后效应。

T he intrinsic quality of urban formation and development is the flow and agglomeration of elements .The key of the new urbanization is the urbanized people’ s full employment and the coordination of industrial transformation and upgrading in harmony with employment structure evolution .By taking the city of Shishi as a case study ,and with the indexes of the industrial structure deviation ,this paper analyzes the coordination between industrial transformation with population and employment structure , and the reason w hy Shishi’ s industry transforms and upgrades difficultly . Major conclusions can be drawn as follows :Industrial transformation and upgrading ,for the city of Shishi ,is generally in harmony with employment structure evolution .In addition ,there is relative surplus in the primary and secondary industries but an increasing labor-admitted power in the tertiary industry .The secondary industry still takes a big employment rate ,but its labor-admitted power is on a declining curve and low er than that of the tertiary industry stage by stage . T he reason w hy the employment structure in the tertiary industry changes behind its adjustment is a low education level accepted ,in those sectors that have relative labor surplus ,w hich indicates some difficulties for relative surplus labors in the secondary industry converting into the third workforce .Then this takes a delayed effect on industrial upgrading .
