︰棉花是主要的经济作物和大宗农产品，是纺织工业的主要原料。当前中国棉花产业面临着“三个冲击”，即进口棉从数量﹑价格和质量方面对国产棉花产业的冲击。针对进口冲击倒逼转型升级将是今后棉花全产业链的新常态，从棉花产业大国向强国转变是转型升级的目标。分析指出，转型升级存在着资源丰裕和生产成本上涨趋缓等有利因素，提出调减面积﹑调整品种和品质结构是转型升级的重点抓手；加强原始创新，提高植棉业的生产效率，是科技支撑转型升级的重要支点；加大科技兴棉支持力度，推进节本增效和环境友好，是转型升级的重要抓点；创新服务模式和提升现代植棉业服务水平是中国特色现代农业的主要支点。破解植棉业难题，要不断提升现代农业的政策保障能力。

As the main economic crop and staple agricultural commodity, cotton is the main raw material for textile industry. Currently, China's cotton industry confronts with three duration impacts from amount, price and quality of imported cotton. It will be the new normal that transformation and upgrading of cotton industry chain in the future are promoted by the impacts of import. The shift from a big cotton industry country to a powerful cotton industry country is the goal of the transformation and upgrading. The authors pointed that the transformation and upgrading had many favorable factors, like abundant resources, slower growth of production costs etc.. For the transformation and upgrading, it was the key point to decrease cotton acreage and adjust the structures of cotton cultivar and quality, it was the basis to strengthen the original innovation and improve production efficiency of cotton industry, and it was the important task to develop cotton farming industry with science and technology, reduce production costs, increase production efficiency and promote environment-friendly production. Innovating service mode and improving service level of modern cotton industry were the main points of modern agriculture with Chinese characteristics. This paper proposed that we should promote the guarantee capacity of policy in modern agriculture system to solve the problem in cotton farming industry.
