我国高等教育评价制度起步较晚，在其发展历程中经历了三个时期。高等教育评价制度的重点在于权力，其权力的运行遇到了阻碍，在此针对其阻碍提出高等教育评价制度中的权力制衡。权力的平衡与协调既是权力制衡的出发点，又是权力制衡的最终归宿。在防止不断重复评价的基础上，要建立起以高校自我评价为基本、以行政评价为指导、以第三方评价为主的高等教育评价体系，这是我国高等教育评价制度发展的必然趋势。

The evaluation system of higher education started late and the development process had experi-enced three stages.The evaluation system of higher education focuses on the powers that have encoun-tered obstacles on the power running.This paper presents the balance of power in the evaluation system of higher education;the balance and coordination are not only the starting point of the balance of the power,but also the ultimate destination of the balance of powers.In order to prevent the repeated eval-uation ,the evaluation system of higher education is established based on the university self-evaluation, the guide of administrative evaluation and the third-party evaluation,which is the inevitable trend of de-velopment of higher education evaluation system.
