Building scientific university teaching quality evaluation system is an important part to enhance the university teaching quality. The paper proposes some principles in building university teaching quality evaluation system and brings forth that the construction of such a system is based on the establishment of teaching evaluation platform, teaching quality evaluation system, teaching quality feedback mechanism and teaching quality evaluation incentives.
