按照国家“十二五”农业源减排要求，从畜禽养殖业、水产养殖业两方面提出了天津市“十二五”农业源减排的基本思路，并以天津市宁河县东棘坨镇小芦村生猪养殖户为例，介绍了天津市农业源减排示范工程的具体实施方案。天津市“十二五”农业源减排应主要通过推广先进污染控制技术，最大限度地减少农业源环境污染问题，并且通过政策引导和监督管理，促进形成源头减排、过程控制、末端治理相结合的全过程农业面源污染控制与管理体系，并且在政策引导下，积极开展农业源减排示范工程。

Based on state emission reduction requirements on agricultural pollution in the 12th Five-year Planning,ideas on agricultural pollution emission reduction during the 12th Five-year Period in Tianjin were presented from the aspects of livestock and poultry industry and aquaculture industry. Taking swineherds in Xiaolu Village,Dongjituo Town,Ninghe County in Tianjin as an example,this paper describes a detailed implementation plan of agricultural pollution reduction in the city. It advocates that advanced pollution control technologies should be popularized to maximize the pollution reduction and with the help of policy guidance and supervision,a whole-process agricultural source pollution control and management system,including emission reduction from sources,process control and end treatment,should be formed. Besides,it also advises to carry out demonstration projects of agricultural source pollution emission reduction under the guidance of policies.
