通过系统分析云南省城镇化建设进程中农村人口老龄化问题的现状和特征，有效识别出城镇化背景下农村地区老年人口比重稳步增长、农村人口年龄金字塔呈现显著增长型、农村人口分布及规模空间差异显著等特征。同时，结合云南农村老年人口实际，系统提出了云南农村人口老龄化进程中的规划目标、路径和体系架构。提出应以新型城镇化建设为载体，充分疏解农村人口老龄化压力，通过积极建设区域城镇群来优化配置养老资源，通过稳步推进农村现代化建设来促进农村老龄事业健康发展，同时，进一步完善城乡规划中涉及农村养老服务设施的规范和标准。最后，提出了创新城乡规划管理机制、创新土地利用机制和创新资金筹措机制等政策保障措施。

The paper analyzes the present condition and characteristic of rural aging problem in the process of urbanization of Yunnan, and recognizes three characters that the proportion of the rural elderly grow steadily under the background of urbanization, the population pyramid increase greatly in rural area, and the spatial differences of population distribution and scale are remarkable. Meanwhile, with reality of Yunnan rural area, the paper points out the planning target, path and system construction of aging in rural Yunnan. The paper points out that we should make the new urbanization construction be the carrier to divert the aging pressure, optimize the allocation of pension resources by building regional city cluster, and accelerate the aging cause development by steady promoting the modernization construction. At the same time, codes and standards of pension service facilities in rural area related to town and country planning should be further reifned. Finally, the paper puts forwards the policy guarantee measures of innovating town and country planning, land use mechanism and ifnancing mechanism.
