Total Health Expenditure%Funding Structure
目的：分析湖北省2005－2011年卫生费用总额、筹资来源及其增长变化趋势，为卫生行政部门优化医疗卫生资源配置、提高医疗保障水平、促进卫生事业发展提供政策依据。方法：计算卫生总费用增长速度、人均卫生费用和卫生费用占GDP比重及增长情况，并与全国水平比较，分析卫生事业发展情况及其与经济社会协调程度；计算卫生总费用中政府、社会和个人卫生支出比例，分析湖北省卫生筹资结构和公平性。结果：2005－2011年，湖北省卫生总费用不断增长，由278．30亿元增加到926．27亿元；卫生费用占GDP比重2007年最低为4．04％，2011年最高为4．72％，总体呈上升趋势，但低于全国水平；湖北省人均卫生费用由463．7元增加到1608．7元，与全国水平相比，存在很大差距。卫生筹资结构趋向优化，政府卫生支出比重明显增加，个人现金卫生支出比重不断减小，但2009－2011年稳定在略低于40％的位置，仍处于较高水平。结论：湖北省卫生事业发展速度较快，但在全国仍较为滞后，需要加强发展力度，同时注意与经济社会发展水平相协调；卫生筹资公平性有待加强。

목적：분석호북성2005－2011년위생비용총액、주자래원급기증장변화추세，위위생행정부문우화의료위생자원배치、제고의료보장수평、촉진위생사업발전제공정책의거。방법：계산위생총비용증장속도、인균위생비용화위생비용점GDP비중급증장정황，병여전국수평비교，분석위생사업발전정황급기여경제사회협조정도；계산위생총비용중정부、사회화개인위생지출비례，분석호북성위생주자결구화공평성。결과：2005－2011년，호북성위생총비용불단증장，유278．30억원증가도926．27억원；위생비용점GDP비중2007년최저위4．04％，2011년최고위4．72％，총체정상승추세，단저우전국수평；호북성인균위생비용유463．7원증가도1608．7원，여전국수평상비，존재흔대차거。위생주자결구추향우화，정부위생지출비중명현증가，개인현금위생지출비중불단감소，단2009－2011년은정재략저우40％적위치，잉처우교고수평。결론：호북성위생사업발전속도교쾌，단재전국잉교위체후，수요가강발전력도，동시주의여경제사회발전수평상협조；위생주자공평성유대가강。
Objective: In order to provide basis for future policy making like optimizing the distribution of health resources, raising the level of basic medical insurance and enhancing the development of health services, we analyze total health expenditure, financing structure and their growth and changing trend for 2005-2011, Hubei Province.Method: Total health expenditure, per capita health expenditures and health costs accounted for the proportion of GDP and their increment speed are calculated, as well as compared with average in China, so as to analyze state of development and coordination with social economy of health.Financing structure of health expenditures is analyzed by calculating the proportion of financing from the government, society and individuals.The financing structure also reflected the equity of health financing in Hubei province . Result: From 2005-2011, total health expenditure and costs accounted for the proportion of GDP has increased, of which the figure was 27.83 billion for 2005 and 92.63 billion for 2011.The maximum of health costs accounted for the proportion of GDP was 4.72% for 2011 and minimum 4.04%for 2007.Compared with county level, health costs accounted for the proportion of GDP and per capita health expenditures in Hubei prov-ince were low.Financing structure of health expenditures has been optimized progressively; however, the 40% level of Out-of-pocket health expenditure from residents for 2009-2011 was too high.Conclusion: Health services has developed fast in Hubei Province, which ,however , has been lag behind in China.What we need to do is strengthen development efforts, at the same time pay attention to keep harmony with the eco-nomic and social development level.Besides, health financing equity needs to be strengthened.
