俄驻新疆各领事馆于1851年的《伊塔通商章程》签定之后开始设立，在19世纪下半期到20世纪初，沙俄驻新疆领事馆在中俄经贸关系中扮演着十分重要的角色，一方面领事馆是沙俄在新疆地区经贸利益的代言人，沙俄领事馆不仅仅具备外交职能，还具备了一些贸易口岸的海关职能，领事馆对俄的经济势力从边境口岸扩张至腹地起到了至关重要的作用，领事馆也负担着扩张贸易圈和管理商民等重要任务，对这一时期整个新疆地区的贸易市场产生了重要的影响。

After the Regulation of Etta trade that Russian consulate in Xinjiang established in 1851 was signed, the Russia consulate in Xinjiang played a very important role on the economic trade relationship be-tween China and Russia in the second half of the 19th century period to the early 20th century.On the one hand, the consulate was Russian spokesman of profit in Xinjiang, and Russian consulate not only had diplo-matic functions, but also had the functions of the customs about seaport for foreign trade .On the other hand, the consulate played an important part on Russian economic power’ s expansion from border port to hinterland, in addition , the consulate took the responsibility to expand the trade circle and manage merchants and so on , which made a significant impact on Xinjiang trade market during this period.
