新制度经济学认为，适宜的医疗费用支付制度须通过相关利益各方互动，以博弈的方式，实现制度结构均衡；交易费用的存在，决定支付制度必包含资金转移、病种费率、监督措施、责任制度等诸多内容。我国在推行诊断相关组合预付制时，需以医疗保险机构作为患者代理人，完善其职能；以价格听证为多方对话平台；改良医疗信息系统，完善医院成本管理制度；医疗保险监督立法，确保新制度的逐步推行。

Under the view of new institutional economics, a suitable healthcare payment system and institutional equilibrium can only be reached by dynamic game.Because of the transaction cost, the payment system should include items which are financial resource transfer, case rate, monitor program and accountability.When the Diagnosis Related Groups in Prospective Payment System (DRGs-PPS) is introduced, the authorities should change the function of medical insurance institution, establish price hearing, rebuild the medical information system, reformu-late the hospital accounting system, legislate for health insurance, and implement it gradually.
