基于我国煤炭生产利用中出现的问题和实际需求，详细介绍了我国现有煤炭质量评价标准体系的建设情况和《商品煤质量管理暂行办法》的有关内容，系统分析了现有标准体系用于商品煤质量管理和控制时存在的问题，提出了商品煤质量标准体系的层级和架构，对体系中的重要标准和商品煤质量主要评价和控制指标进行了深入讨论。

Based on the problems in the production and utilization and the actual demand of China's coal industry,the existing national standard system of coal quality evaluation and the re-lated content of “Provisional Quality Control Method of Commercial Coal”issued by National De-velopment and Reform Commission was introduced in detail in this paper. The problems of the existing standard system when applied in management and control of coal quality were analyzed systematically. Then the structure of new commercial coal quality standard system was pro-posed,and the important coal quality standards and the main index of coal quality evaluation and control were discussed.
