信访制度设计的初衷，是为群众提供一种权益诉求和权利表达的制度性渠道，是群众对党和政府进行监督的一种权力帮扶救济制度，在正确处理人民内部矛盾、维护社会和谐稳定、加强党风廉政建设等方面发挥着重要作用。但信访制度在运行中开始偏离其应有的功能定位，信访工作陷入尴尬和困境，出现了诸多信访乱象，影响了正常的行政秩序、降低了政府机关的公信力、耗费了大量的经济成本，给民主法治建设和整个国家的长治久安带来巨大挑战，需要进行有效治理。

The petition system is intended to provide not only a systematic channel for the public to ask for their concerns and express their rights,but also a pathway of aid and relief to supervise the authority. It has contributed a lot to the correct handling of contradictions among the people,the political and social stability of the nation and the build-ing a clean and honest Party & Government. However,the petition system begins to deviate form its function in its op-eration and causes problems as the chaos of petition, which has effects on the normal administrative order and reduce the credibility of the government. Meanwhile,it costs large amount of public spending. The chaos of petition brings great challenges to the construction of democracy and law,and the long-term stability of our entire nation,which calls for ef-fective governance.
