地方高校高层次人才队伍建设存在高层次人才内涵界定不清楚,引进与培养缺乏长远规划,评价机制不健全,薪酬方案缺乏综合平衡,以及高层次人才队伍建设机制不完善等问题。为此需要在深入研究的基础上,制定高层次人才队伍建设总体规划,创新管理制度并完善高层次人才政策覆盖面,健全高层次人才队伍建设机制。

It has five issues in the process of constructing high level talent team in local universities. The first is that we have not clear definition of high level personnel for us to operate. The second is that we have not long-team planning for us to introduce and train high level talent. The third is that high level talent evaluation mechanism is not perfect. The fourth is that compensation plan of high level talent is lack of overall balance. The fifth is that construction mechanism of high level talent team is not perfect. In order to solve these problems, we must study general law on constructing high level talent team of local universities;also,we need top-level design and institution innovation. Such as making total plan of instructing high-level talent team,perfecting policy system and management,sounding mechanism of instructing high-lev-el talent team.
