2012年以来酒驾禁令、八项规定、军队禁酒等国家政策对酒行业产生了明显的影响。从不同角度出发，对当前的酒业发展认识和判断会有明显不同。本研究团队综合国内各种学术会议、学术论文中的名家观点，从酒类企业、酒行业、地方政府、国家、国际五个角度着眼，进行概括提炼，多层次地分析了依法治国背景下提出的国家政策对酒行业的不同影响。指出国家政策对中国酒行业当前的发展具有制约和压抑作用，但从长远来看，具有保护和促进作用。很多企业会在近期进入冬眠期。但在此时期转型升级的企业会得到持续健康发展。今后中国酒的发展必须加强调控和预警，防止“公地悲剧”出现。

Since 2012, a series of national policies such as drunk driving ban, 8 tight rules, army temperance has greatly influenced the develop-ment of liquor-making industry. From a different point of view, there is significant difference in the understanding and judgment of liquor-mak-ing industry among scholars. In this paper, based on the review of various academic conferences and papers, the influence of national policies on liquor-making industry was analyzed from five perspectives including liquor-making enterprises, liquor-making industry, local government, national level, and international level. We believe that, national policies will inhibit and restrict the development of liquor-making industry at present, however, it has the role of protecting and promoting the development of liquor-making industry in the long run;some distilleries might enter into hibernating period, but the distilleries aiming at the transformation and upgrade will achieve sustainable and healthy development;in the future, liquor-making industry should strengthen the regulation and early waning to prevent the tragedy of the commons.
