加快民生财政建设一直是社会各界关注的焦点。湖北省财政民生投入规模逐年扩大，但增速波幅较大，人均财政民生投入偏低，结构性矛盾依然存在。文章分析了制约湖北省财政民生投入的三大矛盾，指出湖北省应进一步深化财政体制改革，优化财政民生投入结构，优化民生投入决策体系。

To accelerate the construction of the people's livelihood finance has always been a focus of attention. Based on the statistical description of the fiscal expenditure on people's livelihood in Hubei province, the paper makes analysis of the three major problems restricting the fiscal expenditure.Starting from the idea of sticking to reform and innovation, sticking to scientific development, sticking to the mass line, it puts forward some counter-measures and suggestions to improve the local fiscal expenditure on the livelihood of the people.
