文章从定性角度及统计数据分析了曲靖“十三五”全面建成小康社会存在的主要问题，主要表现在转变经济发展方式难度大，产业结构矛盾突出；社会发展的深层次问题逐渐凸显，由城乡二元经济结构体制向城乡一体发展转变任重道远；科技创新对经济发展支撑力较弱，文化教育与经济发展不同步；资源环境约束不断加大，环境与经济、社会、人口发展矛盾突出，生态保护和节能减排任务艰巨等方面。

According to qualitative and statistical data, the article analyses the main problems for the implementation of moderate prosperity society in an all-round way during the 13th Five-Year-Plan in Qujing. The main problems mainly are: the transfor-mation of economic development mode is difficult and the contra-dictions of industrial structures are prominent; the deep-seated problems of social development have been gradually emerged, and the transition from the dual economic structure system to the urban and rural integration system still has a long way to go; the support from the technology innovation in the economic develop-ment is quite weak, and the cultural education and the economic development are not synchronized; the constraints of resources and environment are increasing along with prominent contradictions among the environment, economy, society and population develop-ment, and the tasks of ecological protection, energy conservation and emission reduction are arduous.
