本研究基于浙江省79所幼儿园教育质量评价与办园经费调查的结果,对幼儿园教育质量与生均投入、生均成本的关系进行了探讨。研究结果表明,无论是幼儿园教育质量还是生均投入与生均成本,整体上均处于相对较低的水平,且城乡之间、公办民办幼儿园之间存在显著差异;幼儿园教育质量与生均投入、生均成本均存在显著的正相关,且与生均成本的相关性更强;从具体构成要素来看,家长缴费、尤其是人员经费水平与幼儿园教育质量相关性更强。基于本研究结果,研究者对于公共财政如何有效投入以保障适龄儿童接受有质量的学前教育提出了有针对性的政策建议。

This study aims to investigate the correlations between quality and its annual average investment/cost per student of early childhood education (ECE), based on the data of ECE quality evaluation and related funding sources and expenditure from 79 kindergartens in Zhejiang Province. The study results show that both ECE quality and the annual average investment/cost per student are generally in low level, and there are significant group differences found in kindergartens between those in urban and those in rural, and those from public and those from private. Furthermore, ECE quality is significantly in positive correlation with annual average investment per student but much more strongly associated with annual average cost per student. Specifically, compared with parental spending, personnel expense was found to be more strongly correlated with kindergarten educational quality. Based on findings from the current study, customized implications for policy- making regarding how public finance to be effectively invested to provide quality ECE were discussed.
