高校全面协同创新系统由各要素协同创新、全员创新、协同效果三个子系统构成。依据协同学理论构建高校创新系统全面协同度模型,计算各子系统有序度,进而求得系统全面协同度。考虑高校全面协同创新系统特点和影响协同的序参量,以及数据的可获得性,建立具有可操作性的测度指标体系,为提高整个创新系统全面、协调、有序运作提供科学的测评体系。

A university’s comprehensive collaborative innovation system consists of three subsystems:collaborative innovation among elements,overall innovation,and synergistic effect. Based on synergetic theory,a mode of comprehensive synergistic degree is con-structed,the order degree of sub-systems is calculated,and then the comprehensive synergetic degree of the whole system is obtained. The operable index system is established considering the characteristics of the comprehensive synergy system,key factors influencing synergy,and the possibility of data acquired. This provides a scientific assessment system for improving the innovation system to be comprehensively,collaboratively and orderly operated.
