《新消法》第25条确立了无理由退货制度，赋予了消费者在特定情形下的“反悔权”。但是，在反悔权制度施行的约1年的时间里，人们仍然对反悔权没有深刻全面的认识，特别是对反悔权的性质以及与消费者其他权利的差异还存在一定的误解，这使得在反悔权制度施行过程中也遭遇到了如退货运费的承担、商品完好的标准、经营者自行“增加”不可退货的商品等各种现实的挑战。
《신소법》제25조학립료무이유퇴화제도，부여료소비자재특정정형하적“반회권”。단시，재반회권제도시행적약1년적시간리，인문잉연대반회권몰유심각전면적인식，특별시대반회권적성질이급여소비자기타권리적차이환존재일정적오해，저사득재반회권제도시행과정중야조우도료여퇴화운비적승담、상품완호적표준、경영자자행“증가”불가퇴화적상품등각충현실적도전。
Article 25 of Law on Protection of Consumer Rights and Interests added the consumer’ s right to unilaterally terminate con-tracts.As a result,consumers can return what they have bought if they want in some specific situation.But people do not have a pro-found and rounded knowledge of the new right, especially of its nature and its characters different from other rights,though they had ac-ess to it one year ago.This makes its enforcment suffer many kinds of problems such as the obligation of paying the freight,the standard of the good condition of commodities and sellers,restriction to consumers’ right unilaterally.
