专利创造反映了区域创新能力和产业竞争力，通过专利创造数量、区域产业发展状况和创新资源综合分析，可以获得专利数量与产业发展和科技创新中的关系，对区域产业发展和创新能力进行评价。在对县域专利申请和授权数量进行统计分析的基础上，结合县域产业结构和创新资源分布，形成了基于专利创造的县域创新能力指数和产业竞争力指数，从中可以发现县域经济发展中专利创造和运用对于产业竞争力和科技创新能力提升的促进作用。

Patent creation reflects the regional innovation capability and industrial competitiveness, create the num-ber and regional manufacturing industry development and innovation resources through the comprehensive analysis of the patent, we can obtain the relationship between patent quantity and the development of the industry or scien-ce and technology innovation, further more to evaluate the ability of both innovation of regional and industry development. In this paper, the author gives the county innovation capacity index and industry competitiveness in-dex based on patent quantity according to the statistical analysis of the results of the number of county patent ap-plication and authorization, with the county industrial structure and innovation resource distribution. It can be found that the development of county economy of patent creation and application will enhance industrial competi-tiveness and technological innovation.
