生态移民是生态文明建设的主要内容之一，也是扶贫工程建设的重要抓手。当前和今后一定时期，加快推进云南生态文明和扶贫工程建设，要求全面启动生态移民工程建设，切实解决好生态移民发展中的各种新问题。本文从全面启动云南生态移民的重要性和紧迫性切入，围绕生态移民中最核心的财政资金问题进行讨论，试图为云南生态移民工程建设中的资金保障问题提出政策措施建议。
