目的：通过对辽宁省卫生监督机构质量控制体系进行探讨，发现卫生监督机构质量控制体系建设薄弱环节，为辽宁省今后出台相关政策和措施提供依据，也为即将面临的卫生监督体制改革打好坚实基础。方法采用自行设计的调查表进行资料收集，对全省各级卫生监督机构进行调查。结果(l)机构名称混乱，单位性质不一，职能调整尚未到位，机构的设置与人员编制的落实矛盾较大；(2)监督机构工作标准及制度体系建立良好，但部分制度建立尚不完善；(3)业务指标绩效考核工作落实不到位；(4)培训体系已经建立，但培训内容尚需丰富；(5)稽查工作开展不全面。
목적：통과대요녕성위생감독궤구질량공제체계진행탐토，발현위생감독궤구질량공제체계건설박약배절，위요녕성금후출태상관정책화조시제공의거，야위즉장면림적위생감독체제개혁타호견실기출。방법채용자행설계적조사표진행자료수집，대전성각급위생감독궤구진행조사。결과(l)궤구명칭혼란，단위성질불일，직능조정상미도위，궤구적설치여인원편제적락실모순교대；(2)감독궤구공작표준급제도체계건립량호，단부분제도건립상불완선；(3)업무지표적효고핵공작락실불도위；(4)배훈체계이경건립，단배훈내용상수봉부；(5)계사공작개전불전면。
Objective To analyse health inspection business quality control system of our province, discovery health su?pervision institutions related to weak link quality control system construction, provide the basis for future relevant policies and measures, lay a solid foundation for health supervision system reform. Methods Investigate health inspection agencies by self-made questionnaire. Results (1)The nature of the institution, the name is not uniform, the function adjustment has not yet in place, setting and staffing of agencies has large contradictions;(2)Work standard and system has set up good, but part of the system is not perfect;(3)Business indicators performance appraisal work does not reach the designated position;(4) Training system has been established, but the training content is rich;(5) Audit work is not comprehensive.
