水土流失是引发山洪灾害、导致生命财产损失和生态环境恶化的重要因素之一，一定程度上会加重山洪灾害的危害程度，结合山洪灾害和水土流失的特点进行综合治理可以起到优化资源配置、减轻山洪灾害损失和促进山洪灾害防治体系建设的作用。基于全国山洪灾害项目以及全国水利普查水土保持情况公报的数据，分析了山洪灾害与水土流失的特点和防治现状，探讨了二者的关系，提出统筹水土保持与山洪灾害防治工作的对策和建议，以期为二者的防御建设工作提供参考。

Soil erosion is one of the most critical factors which causes flash flood disaster, leads to the loss of life and property, and deteriorates the environment. It can increase the damage caused by flash flood disasters to a certain degree. Combining the characteristics of mountain flood disasters and soil erosion can optimize the al ocation of resources, reduce the losses and promote the system construction, which al contribute to improve the flash flood disaster prevention. Based on the data of the flash flood disasters prevention project and the national soil and water conservation census, this paper analyzed the characteristics and current situation of flash flood prevention and water-soil conservation, and further explored their relationship. The strategies and suggestions are proposed which can provide theory and technical reference for the water- soil conservation and mountain flood disaster prevention.
