日本各界认为,导致20世纪90年代经济低迷的原因之一就是高等教育缺乏创新精神,人才培养机制僵化,由此开启了新一轮高等教育改革。改革注重培养学生的创新精神,构建符合时代要求的新型人才培养机制,具体措施包括改变教师评价体系,提高高校教师流动率、改变高校严重的封闭现象,创新人才培养机制、注重实践性教育等。关注日本成功赶超发达国家后面临的困境以及摆脱困境的改革行动,对当下中国和中国高等教育具有重要意义。

In the 1990s, Japan has had the long period of economic downturn. Japanese experts from all walks of life think one of the reasons of the economic downturn is the lack of innovation and energy in high edu?cation, and hidebound system of talents training, so that economy is unable to meet the requirement of knowl?edge economy and information age. Japan has started with a new round of reform in high education. Reform should be paid attention to cultivate students' innovative spirit and build a new talent training mechanism to meet the requirements of the era. The concrete measures includes changing the teacher evaluation system, im?proving the college teachers turnover, changing the serious phenomenon of closed, innovating personnel training mechanism, paying attention to practical education and so on. It is so significant for the present China and China?s high education to pay attention to the predicament after Japan successfully caught up with the developed countries and what reform action they take to out of trouble.
