气候贫困是气候变化带来的一种新型贫困。气候贫困与脆弱性密切相关，是最难以应对的贫困。气候贫困有其特殊性，应对气候贫困需要减缓和适应气候变化。减缓需要全球合作订立协议积极减排，考虑到国际的和国家的、代内的和代际的公平正义。适应政策主要集中在国家和地方的行动：提升气候适应能力，落实气候适应政策；制定气候贫困的评价指标体系，便于前瞻性地做出预防性决策；积极发挥公民社会的力量，抵抗气候贫困。应对气候贫困问题，可以融入原有的扶贫减贫的政策路径之中，形成新问题与老政策的互动。

Climate poverty is a new type of poverty caused by climate change. Climate poverty relates to vulnerability, so it makes the climate poverty be the most difficult poverty to address. Due to the particularity of climate poverty, it needs the mitigation and adaptation to tackle climate poverty. Mitigation needs the concerted effort for global cooperation to make the global protocol for positive carbon emission reduction. It must consider the justice between global and national. Adaptation policies focus on the action between local and nation. It needs the action of the local government to improve its climate adaptation capacity and carry out the climate ad?aptation policy. It is necessary to make the evaluation index system of the impacts about the climate change on poverty. It needs to play the function of civil society to resist climate poverty. To address climate poverty, we can make it involved into the intrinsic policy for alleviation poverty, and it can make the interaction between the new problem and the old policy.
