新医改背景下,公立医院绩效改革要取得整体性突破,必须通过改变行政后勤职能部门绩效考核的方式来实现。提出将行政后勤职能部门分为“战略运营管理”、“技术管理”和“服务保障”3个类别,根据不同类别部门工作重点和属性的不同,运用专家咨询法构建绩效考核评价体系,确定各项指标权重,并指出行政后勤绩效考核实践过程中需要注意的相关事项。

Under the background of new healthcare reform, the total performance promotion in public hospital resulted from the changing of performance assessment in logistic and administrative department. Logistic and administrative departments were divided into 3 group named as strategy and operation management, technical management and support department according to the function. According to the key works and its nature, performance assessment system and their weights were designed by Delphi method. Factors needed to be attended when implemented performance assessment in logistic and administrative departments were also discussed.
