大型公立医院派遣医务人员支援县级医院，是帮助其提升服务能力的主要手段，虽持续多年但效果不甚理想。本文以上海新华-崇明区域性医疗联合体为样本，通过机制设计，探索出保证公益、创造共赢的建设模式，为目前分级医疗体系构架、县级公立医院建设提供一定的借鉴。

Sending medical staff from large public hospital to support county level hospitals is the main way to promote service capacity. This has been implemented for many years but yielded less desired outcomes. This paper studies Shanghai-Chongming medical consortium and explores a model through mechanism design to ensure public welfare and mutual benefit. We hope this model can help to construct graded health care system and county level hospitals.
