从侵权责任归责原则的发展历史看，技术社会形态、法哲学理论和正义观念构成其确立基础。网络社会里，由于多种技术社会形态并存发展、行为主体与权利人关系多样化、侵害后果状态和归责事由多样化、价值需求和责任形式多样化发展等要求，要实现网络中个人信息权益保护与行为自由的平衡，应当确立个人信息网络侵权责任的多元归责原则：过错责任原则、过错推定责任原则与无过错责任原则。
從侵權責任歸責原則的髮展歷史看，技術社會形態、法哲學理論和正義觀唸構成其確立基礎。網絡社會裏，由于多種技術社會形態併存髮展、行為主體與權利人關繫多樣化、侵害後果狀態和歸責事由多樣化、價值需求和責任形式多樣化髮展等要求，要實現網絡中箇人信息權益保護與行為自由的平衡，應噹確立箇人信息網絡侵權責任的多元歸責原則：過錯責任原則、過錯推定責任原則與無過錯責任原則。
종침권책임귀책원칙적발전역사간，기술사회형태、법철학이론화정의관념구성기학립기출。망락사회리，유우다충기술사회형태병존발전、행위주체여권리인관계다양화、침해후과상태화귀책사유다양화、개치수구화책임형식다양화발전등요구，요실현망락중개인신식권익보호여행위자유적평형，응당학립개인신식망락침권책임적다원귀책원칙：과착책임원칙、과착추정책임원칙여무과착책임원칙。
According to the imputation principles,phylogeny of liabilities for infringement,social economy form,philo-sophic theory,and the concept of justice formed their establishment basis.In the cyber society,as many kinds of techno-logical society form should be developed at the same time,what’s more,the relation diversification of behavioral agent and obligee,the diversification of the consequences after being infringed and imputation reasons,and the diversification of value demand and liability form should be developed in the same way.If we want to balance the personal information rights and the freedom of action,the multiple imputation principles on the liabilities for personal information network in-fringement should be established just as follows:doctrine of liability for fault,doctrine of presumption,doctrine of liabil-ity without fault.
