介绍了陕北地区风能资源、风能开发的现状、风电技术的发展，分析了该地区风电产业目前面临的制约因素和发展机遇，提出了加强规划区域内风能资源的测量与评估、加强风电专业人才的培养、建立气象预警系统等措施，为本地区风电产业的发展提供依据。

General situation of the wind power resources, current development status of the wind power industry, and development of the wind power generation technology in the Northern Shaanxi area are introduced.Issues that could re-strain the development of the wind power industry and also the promising development opportunities in this area are ana-lyzed.Several strategies are then proposed, such as the emphasis on the evaluation and planning of the wind power re-sources, the training of technical staff, and establishment of the meteorological early-warning system, which could pro-vide valuable supports for the development of the wind power industry.
