影响甘南藏区社会稳定的因素十分复杂，甘南藏区社会不稳定问题的表象是治安问题，实质是政治问题与文化问题。在维持甘南藏区社会稳定时首先做好社会稳定状况评估和社会安全形势研判，并在此基础上有针对性地制定出工作策略与应对措施；还要依法严厉打击破坏甘南藏区社会稳定的组织者、策划者和积极参与者；也要坚持教育和惩罚相结合的工作方针，团结教育被蒙蔽、被诱骗参与其中的普通群众；也要调动广大人民群众（特别是藏区同胞）参与维护社会稳定的积极性，建立起甘南藏区社会治安整体防控体系。同时，也要加强甘南藏区维稳工作的理论研究，以科学有效的理论指导甘南藏区维稳工作的顺利开展。

The factors influencing the social stability in Tibetan area in the south of Gansu are very complicated. The appearance reflected problems of the public security, but the essence reflected problems of politics and culture. To maintain the stability in this area, we must evaluate and research the stability status and security situation firstly, and set out targeted work strategies and countermeasures; strictly crack down organizers, planners and participants who wanted to destroy the regional stability; insisted on the education-punishment principle to unite common people who have been blinded and tricked; stimulate the enthusiasm of the masses(especially Tibetans)to join in and set up a comprehensive prevention and control system for the public security. Meanwhile, we must strengthen the theoretical research so as to guide the stability mainte-nance smoothly and effectively in this area.
