国家治理体系和治理能力现代化即治理现代化，如何评估治理现代化是一个重要课题。治理的根本目的在于善治，评估治理现代化不仅要有善治的标准，还要有具体目标。基于时间、过程、结果三个维度对治理现代化进行评估具有合理性、可行性、引领性。这三个维度不仅有其各自相对独立的内容，而且它们之间又是相互紧密联系的。

Promoting the modernization of national governance system and governance capability, namely promoting governance modernization,is an important project for establishing the dimensions of evaluation of governance modernization.The fundamental purpose of governance is good governance, and therefore there should be standards as well as specific goals for evaluating governance moderniza-tion.Based on the three dimensions of time,process and outcome,the evaluation of governance mod-ernization is reasonable,feasible and pioneering.These three dimensions are mutually independent in terms of contents,and yet closely related.
