在当前工业化深入发展和城镇化加速推进的背景下，农村土地承包权与经营权的分离，是适应当前阶段发展特点和需要的重大改革，不仅对推进农业现代化和农村经济发展具有重要意义，而且对推进工业化和城镇化也将起到重要作用。当前，该项改革措施仍存在各种风险，一是存在着各类主体借此剥夺农民土地的风险；二是存在着地方政府借此盲目推进城镇化的风险；三是存在着土地金融进一步积聚的风险。降低土地产权改革的风险只能进行综合配套改革，加强监管，发挥市场机制，科学推进城镇化。

Under the circumstances of the fast and deep development of industrialization and urbanization, it is a great and suitable reform to separate the contract and management of farmland, which is not only of great significance for agricultural modernization and economic development of rural areas, but also plays a great role in the process of industrialization and urbanization. At present, there are three risks for this reform. They are:the peasant’s farmland might be deprived, the process of urbaniza-tion might be guideless and the farmland capital might be gathered fatherly. To lower and prevent these risks, the fol owing measures should be taken:doing integrative re-form, improving supervision, making good use of the market and advancing urbanization in a reasonable way.
