加强民用爆炸物品管理是当前社会矛盾的日益复杂化和反恐形势所需，是公安机关维护社会和谐和治安稳定的重要工作内容。从民用爆炸物品管理现状来看，形势不容乐观，管理仍然存在疏漏，诸如多头管理导致管理困难、许可证发放把关不严、查禁措施不力等，从而导致涉爆案件和爆炸事故频发。针对目前民用爆炸物品的这种管理状况，可通过加强各监管部门的联系与合作、严格许可证发放和查验、严格民用爆炸物品查禁力度等对策来弥补管理漏洞，以创造良好的社会治安环境。

It’s necessary to strengthen the civil explosive management for the needs of the growing social contradictions and anti-terrorism, and it is important mission for the public security to maintain the social harmony and stability. The current civil explosive management is weak with problems as oversights, multi-management, easy licensing, and insufficient measures for banning so as to causing cases and incidents related to explosion. To dealing with such circumstances, we can make up the loopholes and create the good public security environment by countermeasures of strengthening the contact and cooperation with supervision departments, being strict in licensing, inspecting and banning.
