基层党支部战斗堡垒作用能否有效发挥，支部班子建设是关键。加强党支部建设，进一步发挥党支部的战斗堡垒作用，首先，要在班子团结、制度规范、民主和谐和廉洁自律上下功夫，提高基层党支部的战斗力、凝聚力、向心力和感召力；其次，要加强对党员的教育、管理和监督，进一步发挥党员的先锋模范作用。

Whether the grassroots Party branch function as battle fortress can be played effectively,branch team building is the key.In order to enhance construction of Party branches and further give play of the function of battle fortress of Party branches,firstly,efforts must be made on the unity of Party team,democratic harmony and self-discipline,so as to improve the battle capacity,cohesion,centrifugal force and emotional appeal of the grassroots Party branches;secondly,strengthen the edu-cation,management and supervision to the Party members and further give play to the vanguard and exemplary role of Party members.
