特权包括对公共财产之非公共支配和对公共权力之非公共运用两个方面，具有权力行使扩大化、职务消费扩大化、部分特权还有一定的隐蔽性等特点。正当性权力(利)包括正常的职务权力、特殊人群和个体所享有的特别的权利以及国家基于对特定群体特殊照顾而赋予其特殊权利。克服特权思想、特权现象，在思想上要杜绝“想”特殊的心理，在制度上要扎紧“能”特殊的笼子，在行为上要根除“敢”特殊的侥幸。
특권포괄대공공재산지비공공지배화대공공권력지비공공운용량개방면，구유권역행사확대화、직무소비확대화、부분특권환유일정적은폐성등특점。정당성권력(리)포괄정상적직무권력、특수인군화개체소향유적특별적권리이급국가기우대특정군체특수조고이부여기특수권리。극복특권사상、특권현상，재사상상요두절“상”특수적심리，재제도상요찰긴“능”특수적롱자，재행위상요근제“감”특수적요행。
Privileges include two aspects:the non-public control of public property and the non-public use of public pow-er,and are characterized by expansion of the exercise of power,expansion of position consumption,and that some privileges are hidden to some extent.The legitimacy of powers (rights)includes normal duty power,the rights enjoyed by special populations and individuals as well as special rights granted by the government to special groups based on special consideration for them.In order to overcome the privilege thought and privilege phenomenon,the mentality of"wanting" the privilege should be removed in mind,the cage of"ability" to obtain privilege should be tightened in systems and the luck to "dare" the privileges should be eliminated from actions.
