基层民主法治建设是在党的领导下，人民群众依照法律法规管理基层公共事务和公益事业的生动实践，是实施依法治国的基础性工程，是社会主义政治文明建设的重要组成部分。随着我市经济社会的进一步发展，依法治国的深入推进，人民群众民主法治意识的进一步提高，这就势必对我市基层民主法治建设提出更新更高的要求。进一步加强我市基层民主法治建设，对于我市全面贯彻落实科学发展观，全面推进依法治市，维护人民群众的根本利益，调动人民群众参与社会主义建设的积极性，密切我市党群干群关系，具有十分重要的意义。

The construction of democracy and the rule of law at the grassroots level is a lively practice under the leadership of the Communist Party,which is in accordance with the laws and regulations managing the grassroots public affairs and public welfare. It is a basic engineer implementing the rule by law and also an important part in the construction of socialist political civilization. With the further development of economy and society in Yulin,the further promotion of the rule by law,further improvement of people’s awareness of democracy and rule by law,it is bound to ask for higher requirements for the construction of grassroots democracy and the rule of law in Yulin. It is of great significance to further strengthen the construction of grassroots democracy and the rule of law in our city for fully implementing the scientific concept of development,comprehensively promoting the rule of law,safeguarding the fundamental interests of the people,mobilizing the masses to participate in the construction of socialist enthusi-asm and strengthening the relationship between the Party and cadres.
