我国医药制造业作为高新技术产业之一，要想在全球市场上有立足之地，需要通过增强技术创新能力来提高其国际竞争力。基于此，本文通过数据包络分析法对我国2013年各省医药制造业的技术创新效率进行了评价，得出我国医药制造业技术创新效率较低，且东西部地区差异较大的结论。运用计量模型研究我国医药制造业技术创新能力的环境影响因素，发现企业规模、外资引进和市场结构对其影响较大。从而提出加大研发投入、提高市场集中度、完善政策和制度的建议对策。

China's pharmaceutical industry , as one of the high-tech industry , needs to enhance the technological innovation abili-ty to improve its international competitiveness .Then it can have a foothold in the global market .Based on this ,we use data envelopment analysis to evaluate China's technical innovation efficiency of pharmaceutical industry in 2013 . We conclude that China's technological in-novation efficiency of pharmaceutical industry is low , and differences between the eastern and western are large . We also use econometric model to study the environmental impact factors of China's technology innovation ability in pharmaceutical industry . Then we find that firm size , foreign capital , market structure have great influence to technological innovation ability of pharmaceutical industry . Thus we suggest increasing investment in research , raising the market concentration , perfecting policy and system is the way to improve technology innova-tion ability of pharmaceutical industry .
