制度建设是改变当前粗放型用水发展模式、调整不协调生产关系的重要内容，是节水型社会建设的核心环节与特色所在。首先研究我国节水型社会建设制度体系的构成与不足之处，然后分析陕西省节水型社会建设制度体系的现状和问题，最后提出建议补充完善省级、流域和地方层面立法，并结合陕北、关中、陕南不同水资源情况，建议制定和完善在用水管理、水权建设、水生态保护、节水管理保障等方面的制度规范。

The system construction is the core part and the characteristic of water-saving society .It occupies an important position in changing current extensive water development mode and adjusting the uncoordinated production relations .Firstly ,this paper investi‐gates the connotation and the constituted content of institutional system of water-saving construction ,and some deficiencies are pro‐posed .Secondly ,the institutional system framework of water-saving construction is built through the analysis of current situation of water-saving society construction system in Shaanxi Province .Some suggestions are proposed to complement the provincial level , river basin and local legislation .According to the different water resources situation of northern Shaanxi ,Guanzhong and southern Shaanxi ,the institutional norm with appropriate institutional system operating mechanism is suggested including the water-using management ,water right construction ,water ecology protection ,water-saving management protection .
