全宁地处大宁之北，原为蒙古弘吉剌部驻牧之地。洪武年间明军北征蒙古，即在元全宁路址设立了全宁卫，用以招徕归降蒙古人驻扎。全宁卫的设置宣告全宁一带作为蒙古弘吉剌部驻牧之地的历史彻底结束，成为明代北边防线的外围。靖难之役后，伴随着明朝北部防线的收缩及朵颜三卫的崛起，全宁卫名实具亡，最终成为三卫蒙古人的驻牧之地。
전저지처대저지북，원위몽고홍길랄부주목지지。홍무년간명군북정몽고，즉재원전저로지설립료전저위，용이초래귀강몽고인주찰。전저위적설치선고전저일대작위몽고홍길랄부주목지지적역사철저결속，성위명대북변방선적외위。정난지역후，반수착명조북부방선적수축급타안삼위적굴기，전저위명실구망，최종성위삼위몽고인적주목지지。
Quan-ning area is located in the north of Da-ning, which used to be the ranch of Hongjila Tribe of Mongolia. During Hong Wu period of Ming Dynasty, the army of empire went north and fought against Mongolia. At that time, Quan-ning Wei had been set up on the basis of the original Quan-ning Lu to attract the surrenders of Mongols and be their residence. The setting of Quan-ning Wei declared clearly that Quan-ning area had become the outside line of the Northern Frontier of Ming Dynasty, which also meant that it had stopped its history of being the ranch of Hongjila Tribe. After War of Jingnan, Quan-ning Wei had been abolished totally because of the narrowing of the Northern Frontier of Ming Dynasty and the rise of Tu-yuan Wei, and finally became the ranch of the Mongols in Tu-yuan Wei.
