随着党员队伍的不断壮大，出现少数不合格党员给党造成不良影响的现象，使得建立“不合格党员退出机制”成当务之急。由于党内制度不尽完善、对制度执行过程的理解存在偏差、党员管理不够严格等，造成了退党人数较少、挂名党员较多、思想入党缺乏实效等情况。为了解决这些问题，桐乡市通过“八步入党一问责”严把进口、“约法三章五必须”积分管理、“四评一定一处置”畅通出口等举措开展党员“净化工程”，取得了初步的成效。结合桐乡市实践及国外政党党员退出机制的经验，提出了不合格党员退出机制的基本原则及需要进一步解决的两大问题。
수착당원대오적불단장대，출현소수불합격당원급당조성불량영향적현상，사득건립“불합격당원퇴출궤제”성당무지급。유우당내제도불진완선、대제도집행과정적리해존재편차、당원관리불구엄격등，조성료퇴당인수교소、괘명당원교다、사상입당결핍실효등정황。위료해결저사문제，동향시통과“팔보입당일문책”엄파진구、“약법삼장오필수”적분관리、“사평일정일처치”창통출구등거조개전당원“정화공정”，취득료초보적성효。결합동향시실천급국외정당당원퇴출궤제적경험，제출료불합격당원퇴출궤제적기본원칙급수요진일보해결적량대문제。
With the Party Members increasing steadily, a small number of unqualified ones among them have had some negative effects on the Party, thus making the establishment of exit mechanism of unqualified Party Members an urgent task.The imperfection of Inner-Party system, the deviation of understanding in the process of carrying out the Party’s institutions, and the laxation of Party Member management have caused such problems as fewer Party Members withdrawn, more titular Party Members and lack of practical effect inwardly. To solve these problems, Tongxiang takes some measures to purify Party Members, which are“joining the Party through eight procedures and carrying out accountability system to restrict the joining channels strictly ”, “observing established rules and abiding by Five Musts to implement integral management”, and “carrying out means of four appraisals and one punishment once confirmed to keep the exit open”. Through these measures, the Purifying Project has been achieved preliminarily. Combined with the practical experience of Tongxiang and the exit mechanism of party members in foreign countries, this paper puts forward some basic principles about exit mechanism of unqualified Party Members as well as two major problems to be solved further.
