20世纪90年代以来,马来西亚的跨国合作教育蓬勃发展,不仅提升了本国高等教育的整体实力和国际化水平,还为马来西亚朝着区域教育中心的目标发展奠定了坚实的基础。马来西亚政府制定了一系列政策法规,有力地促进了跨国合作教育的发展,保证了质量。研究表明,马来西亚在比较薄弱的高等教育基础上,初步构建了符合自身国情的跨国合作教育治理模式,如强调政府的监督职能,建立严格的质量标准和监管程序;确立跨国合作教育的合法身份和地位,全面引入市场机制和企业化管理;重视和平衡跨国合作教育中国际化与本土化、效率与公平等关系。
20世紀90年代以來,馬來西亞的跨國閤作教育蓬勃髮展,不僅提升瞭本國高等教育的整體實力和國際化水平,還為馬來西亞朝著區域教育中心的目標髮展奠定瞭堅實的基礎。馬來西亞政府製定瞭一繫列政策法規,有力地促進瞭跨國閤作教育的髮展,保證瞭質量。研究錶明,馬來西亞在比較薄弱的高等教育基礎上,初步構建瞭符閤自身國情的跨國閤作教育治理模式,如彊調政府的鑑督職能,建立嚴格的質量標準和鑑管程序;確立跨國閤作教育的閤法身份和地位,全麵引入市場機製和企業化管理;重視和平衡跨國閤作教育中國際化與本土化、效率與公平等關繫。

Transnational education in Malaysia has been booming since the 1990s,which not only greatly en-hanced the overall strength of the national and international higher education,but also laid a solid foundation for Malaysia towards the goal of developing itself as a regional education center. In fact,in order to guarantee the qual-ity of transnational cooperation of education,Malaysia established relevant laws and regulations accordingly. The study shows that Malaysia has already started to set up a transnational education management mode which complies with its own situation,on the basis of its relatively weak higher education. The mode can be summarized as follows:highlight supervision function of government;set up a strict quality standards and monitoring procedures;establish the legal identity and status of transnational education cooperation,introduce into comprehensive market mecha-nisms and enterprise management;maintain the balance between internationalization and localization of transnation-al education;emphasize on the resolution of conflicts between the efficiency and equity in transnational education.
