民主是国家治理体系和治理能力现代化的本质特征。国家治理体系和治理能力现代化彰显社会主义民主政治制度化、规范化、程序化，充分保障人民当家作主，其目标是完善和发展中国特色社会主义制度。基于此，应从加强和改善党的领导、加快转变政府职能、重视发挥政府和市场的作用、建立事业单位法人治理结构、发展社会主义民主政治、推进法治建设、强化权力运行制约和监督体系、创新社会治理体制等途径实现国家治理体系和治理能力现代化。

Democracy is the substantive characteristics of modernization of china’ s governance system and governance capability. It re-veals the institutionalization, standardization and sequencing of the socialist democratic politics, and fully guarantees people’ s rights to be masters of their own affairs. Its target is to perfect and improve the socialist system with Chinese characteristics. Based on this, some measures should be taken to realize the modernization of national governance system and national governance capability: strengthening and improving the leadership of the party;transforming government function with greater speed; attaching importance to the role of the government and market;setting up governance structure of institution legal person; developing socialist democratic politics; promoting the construction of China's rule of law; reinforcing the restriction and supervision system of the power operation; innovating the social governance system.
